The quest is started by talking to Tommy Torini at The Aces (the Tops casino at the New Vegas strip). Enter the Tops and go up the first pair of stairs you see. Go through the double doors you see in front of you to enter The Aces. Tommy wants to find new acts to perform. Depending on the speech check you can receive a bit more money for each.
At some point, Yes Man will move to the outside of the Tops casino. You may have missed him on your way into the Casino itself. I'm almost positive this happens after you complete events at The Fort, almost positive. He stands basically right in front of the Casino itself, on the walk.
